BID DOCUMENTATION - Wood and South Street Pavement Rehabilitation
NOTICE TO BIDDERS
The Village of Pittsford will receive sealed Proposals for the Wood and South Street Pavement
Rehabilitation Project in the Village of Pittsford, Monroe County, New York. Proposals will be
received and bids publicly open and read at the following place and time:

Bids received by the Village of Pittsford after the time specified for bid opening will be date
stamped as evidence of late arrival and returned to the Bidder unopened. The Bidder assumes the
risk of any delay in the United States Postal Service, in any other delivery service, or in the
handling of the bid by any employee of the Village other than Village Clerk. Whether sent by the
United States Postal Service, other delivery service, or by personal delivery, the Bidder assumes
the responsibility for having the bid submitted on time. The time clock located in the office of the
Village of Pittsford is designated the official timepiece for submission of bids.
The work to be performed consists principally of the furnishing of all labor and materials for
ADA curb ramp improvements, pavement reconstruction for Wood Street, milling and
resurfacing for South Street, curb and gutter repairs/replacement, driveway reconstruction and
signing and pavement markings.
The foregoing is a general outline of work only and shall not be construed as a complete
description of the work to be performed under the Contract.
Plans and Specifications may be downloaded electronically from the Village of Pittsford’s
website (https://www.villageofpittsford.com/) or obtained in hard copy in person at the following
location upon payment of $50.00 for each set of documents requested:

Checks for Plans and Specifications should be made payable to "Village Clerk of the Village of
Pittsford". Plans and Specifications will not be mailed until a check is received by the Village
Bidders who download an electronic copy of the Plans and Specifications are solely responsible
for the cost of printing and reproduction, and no refund of these costs shall be provided by the
Plans, Specifications and Proposal Forms may be examined at the following location:

Prospective Bidders are encouraged to obtain bid documents from Village of Pittsford as the
Village does not guarantee either the accuracy or completeness of bid documents obtained from
sources other than Village Clerk. Only those prospective BIDDER(s) who have downloaded bid
documents from, or purchased bid documents at, the Village of Pittsford Office will be assured to be sent all addenda.
The Consultant contact identified below is designated by the Village Clerk as the sole point of
contact concerning the subject matter of this public bid, including but not limited to an
interpretation(s) pertaining to the Plans and Specifications, from the date of Advertisement of
Bids until the Bid Opening Date and the results are made public. Inquiries shall not be directed to the Village Clerk.

All prospective Bidder(s) are encouraged to inspect the site. A project walk-through is scheduled
for 04/25/2025 at 10:00AM. The group will meet at the corner of South Street and Wood Street.
Requests for an interpretation shall be made in writing no later than the end of business on
05/02/2025. Any interpretations/clarifications necessitated by this meeting will be addressed by
addenda issued by Village.
Proposals must be made in writing on the forms furnished and shall be accompanied by a bid
guaranty for an amount not less than ten percent (10%) of the amount bid in accordance with the
Instructions to Bidders.
Monroe County and the Village of Pittsford are exempt under Sections 1116 of the New York State Tax Law, and therefore, no sales tax shall be included in the bid.
The successful Bidder will be required to furnish and pay for satisfactory performance and labor
and material bonds and provide insurance in accordance with the Instructions to Bidders.
Village of Pittsford reserves the right to reject any and all bids and to accept any Proposal or
individual item or items which may be deemed most favorable to its best interests. Successful
Bidder(s) on contracts with a value of two hundred fifty thousand dollars ($250,000.00) or more,
shall ensure that all laborers, workers and mechanics employed in the performance of any on-site
work, either by themselves or by their subcontractors, shall be certified prior to performing any
work on the project as having successfully completed a course in construction safety and health
approved by the United States Department of Labor’s Occupational Safety and Health
Administration (OSHA) that is at least ten (10) hours in duration.
