Village Refuse District Assessment

Hi Neighbors,
In May of 2024 the Trustees adopted a village-wide refuse district. In December 2024, a two-year contract was awarded by the village board to Seyrek Disposal.
- Trash and recycling will be picked up weekly, on the same day, throughout the entire village.
- Residents will be provided with a 96-gallon refuse tote and a 64-gallon recycling tote. These totes are on wheels and have lids. A larger recycling tote has an up-charge of $5 per month.
- Residents wishing to have additional totes or additional services must contact Seyrek directly. (585) 720-0978.
- A flat rate of $349.14 (called an assessment) is added to the annual tax bill for each household. Prices can vary across municipalities as each may have different economies of scale.

There have been some additional questions regarding the formation of a village-wide refuse district. The following information may be helpful: Please note since the possibility of a refuse district was raised in 2021 there have been more than 30 discussions and actions, all of which were noticed to the public. These meetings are available on video.
- In 2022 it was discussed twice in member items.
- In 2023, the topic was placed on the agenda of publicly noticed meetings 11 times. Also, during that year, a survey was sent in an e-bulletin to residents for input which was reviewed and discussed in public meetings.
- In 2024, all residents received an insert regarding the topic in their sewer bill with an invitation to a publicly noticed Saturday morning Coffee & Conversation.
- In 2024 five e-bulletins were sent with updated information regarding the refuse district, the formation process, and discussions at scheduled Board of Trustees meetings. Also, information was posted on social media and the website.
- In February of 2024, a bid was issued to haulers for the contract. The list of haulers was provided to us by the Town as it has over 40 refuse districts and significant experience with this process.The response was low due to the tight timeframe. The Board agreed to rebid at a later date for the following fiscal year (2025-2026).
- The second bid was issued in September of 2024to the same hauler list as February.
- The bidding was in accordance with village procurement policy and in accordance with NY State law. Haulers may choose to respond, or not, to a bid request.
- Since it is a bid and contract process no other discounts are applied.
