Alysa Plummer, Mayor

Alysa Subtelny Plummer is a native of Pittsford and proud graduate of Sutherland High School.  Her undergraduate degree is from Syracuse University in Soviet and East European Studies with graduate work in International Relations at Georgetown University.

Early in her career, Alysa was one of the first women selected for AT&T’s Management Program, where she was trained in Systems Analysis and served on an ISDN task force with Bell Laboratories regarding broadband applications in the financial services sector. After AT&T, she was a Senior Market Analyst in telecommunications for The Yankee Group in Boston.

Community-building, place-making, and advocating for important issues have always been a focal point of Mayor Plummer’s life.  As a lifelong advocate of historic preservation and conservation, she worked with numerous municipalities and organizations on these issues and has successfully worked to pass environmental legislation on Capitol Hill.

​Alysa benefited from her varied experiences of living and working in Manhattan, Boston, New Orleans, Miami and, just prior to moving back to the Village, Fort Lauderdale, Florida. While in Florida, Ms. Plummer worked with the City of Fort Lauderdale to rewrite historic ordinances and finalized the city’s first design guidelines for historic districts. She also guided the City Commission to become a Certified Local Government thereby making it eligible for preservation grants. During that time, she served as president of Sailboat Bend, the oldest neighborhood in the city and its largest historic district – with a population larger than Pittsford Village. Working with the city commission and emergency services, Alysa successfully developed a traffic and pedestrian safety program for the district, as well as preserving, in perpetuity, a unique habitat along the New River as public greenspace.

As founding president of Friends of Shippey House, Alysa received the prestigious Dr. Cooper-Kirk Award from the Broward County Historical Commission, in recognition of the community’s grass roots effort to save an historically important structure from demolition. She received the City of Fort Lauderdale’s first-ever Green Award for sustainably rehabilitating her home at the time, an historic structure known as “Little Hammock.”

Back at home in Pittsford Village, Mayor Plummer served on the Board of Historic Pittsford and the Village Board. Also, she served on the Steering Committee for the Town’s Comprehensive Plan, the Village’s Comprehensive Plan, and their joint Active Transportation Plan. She remains active with numerous non-profits in the Rochester area.

David Marshall, Deputy Mayor

David E. Marshall, CFP®, CPWA® is a Vice President - Investment Management and Wealth Advisor at UBS Financial Services.  David was first employed at Morgan Stanley as a Financial Advisor in 1998 and has been at UBS since 2009.  David works together with clients to advise them on investment management and portfolio construction, and provides comprehensive financial planning services, including retirement planning, insurance review and issuance, estate and tax planning, charitable gift strategies, and wealth transfer services.

David received his Bachelor of Arts, History, from St. Bonaventure University and was a Francis E. Kelley Oxford Program participant.  He completed his Masters in Business Administration, from Simon Business School at The University of Rochester, with concentrations in finance, corporate accounting, and competitive strategy and has earned the Certified Financial Planner™ and Certified Private Wealth Advisor™ designations.

David’s community service includes the Jerry Flynn Children’s Classic through Gilda’s Club of Rochester, the Simon Business School Alumni Association, and Habitat for Humanity.  David is also a sustaining member of the George Eastman Circle.  Most recently, he served as Treasurer of the Board and member of the Executive Committee at the Montessori School of Rochester.

David and his family; Holly, Gray, & Emerson, moved to The Village of Pittsford in 2017 and after recognizing their love of the historic community and quality of life, he quickly immersed himself in Village government interests.  In 2018, he was appointed to The Village of Pittsford Planning & Zoning Board of Appeals and in 2022 was selected by the board to chair of the Special Committee for 75 Monroe.

Lisa Cove

Before being elected to the Trustee board, Lisa had extensive experience serving on a variety of community boards to include; Village of Pittsford Preservation Board 2017-2022, Chair 2019-2022, the Alzheimer’s Association, Junior League of Rochester (President 2008), WXXI, Lifespan, and Highland Hospital Women’s Advisory Board.

Her family, husband Dr Christopher Cove of 34 years and 3 sons (Pittsford Sutherland graduates) have been living in Pittsford Village since 2008.  Lisa has been deeply rooted in the Pittsford service community through PTSA, Pittsford’s Active Transportation Committee, Town Comprehensive Plan, Pittsford’s Alliance for Substance Free Youth, the Village-Town-School Collaborative committee and an original organizer of the Pittsford Farmers Market and the Village Porch Parities.

Professionally she is a University of Rochester Masters prepared Nurse Practitioner and a yoga instructor at Breathe.

“We have a unique community in the Village of Pittsford, for which my family has enjoyed.  I want to assure its continued success as a residential and local business community that provides the walkability, safety, family atmosphere, and neighborly ways that people come here for,”  Lisa says.

David Wilkes

David Wilkes is a Principal at Hamilton Place Analytics LLC, a Rochester, New York-based quantitative research firm pursuing sector-diversified long-only and long/short equity strategies.  David began his career in New York City as an Analyst in the Investment Banking division of UBS Group AG, a Swiss multinational banking institution.  After completing his Analyst program, David served in direct investment roles with two global real estate investment firms: Ventas, Inc. (NYSE: VTR), a healthcare REIT and S&P 500 constituent, and NorthStar Asset Management Group Inc.  David rejoined UBS in 2018, serving as an Executive Director within the firm’s Investment Banking (2018-2021) and Asset Management (2022) divisions.  David is a graduate of The Ohio State University, majoring in Finance and Economics.

David and his wife Alex purchased one of the Village’s historic homes in 2022, drawn by its charm, sense of community, and excellent public schools for their two young sons.  Prior to being elected to the Board of Trustees, David had the honor of serving on the Village Planning & Zoning Board of Appeals (PZBA) from 2023 until April 2025.  David volunteers weekly at Monroe Community College, teaching financial literacy to enrolled students with support from the United Way of Greater Rochester and the Finger Lakes.

John Limbeck

John Limbeck is a retired construction manager with over 40 years of experience in the private sector, Federal contracting, and contracting for the New York State Education Department. He is also certified as a New York State Code Enforcement Officer and is currently employed as the Building Inspector for the Town of Rush. John also holds an appointment with the New York State Secretary of State as a member of the Rochester Regional Review Board for Variances to the New York State Uniform Building, Fire, and Energy Conservation Codes.

John graduated cum laude from the Rochester Institute of Technology and received his BS in Construction Management and Environmental Sciences. His community service covers over 40 years as he has served on the Town of Chili Conservation and Planning Boards as well as serving a term on the Monroe County Environmental Review Board. John has served the Village of Pittsford as a Trustee and member of the Architectural Preservation and Review Board (Currently known as the HPB) and the Planning and Zoning Board of Appeals. John was also the Village’s Code Enforcement Officer for 2 ½ years. Most recently, John has been a member of the Town of Pittsford’s Planning Board for 14 years, Chairman for the last 6 years. John is a life member of the Gates-Chili Fire Department where he served 27 years of active service before moving to Pittsford.

John and his wife, Ann, have been Village residents for 23 years, having restored a 100+ year old home that was rental property for 40 years before they purchased it. They have 2 grown children and 1 granddaughter in Florida. John has been very active in the State Street Neighborhood Organization.
